Opinion and Commentary By Donna Westfall – April 22, 2026 BREAKING: The Local Taxpayer Protection Act to Save Prop. 13 will be on the ballot in November! Whether you're a homeowner or a renter, as long as you're a registered voter, you can vote on this ballot measure. Here's what has been happening to Prop 13 over the years. More and more taxes and fees get added. We need to stop that trend! If it passes it will: Reinstate a two-thirds voter approval for all local special taxes. Restore the traditional state wide cap on local real estate transfer taxes at $1.10 per $1,000 per property value and repealing local transfer taxes that exceed the cap within two years.
