Governor Brown signed an assembly bill into office number 966 on September 26, 2014. The bill which is now in the penal code section 6500, states, "Based upon recommendations contained in the evaluation of a prisoner condom access pilot program which was conducted in One California State Prison Facility report, and in light of the successful pilot project conducted at Solano State Prison, The department of corrections and rehabilitations shall develop a 5 year plan to expand the availability of condoms in all California prisons." The pilot program at Solano was conducted from 2008 through 2009. The program will allow an inmate to possess no more than three state issued, standard sized, latex, lubricated condoms at any given time. The condoms will be available from wall-mounted dispensers in different areas of each of the 4 first institutions, Mule Creek, Corcoran, which is a prison for sexual predators, San Quentin, and Vacaville Medical Facility. In essence the California Department of Corrections and Rehabilitation is condoning sexual relationships in a prison setting, paid for by our tax dollars
