BY DONNA WESTFALL Dixon is near Sacramento. If you happen to drive through Dixon and see red ribbons around town here's what is happening. Residents are protesting the doubling of their sewer rates. Sound familiar? They're protesting because their local Taxpayers Association collected 15% of the required registered voters to put the issue to the ballot. The City Attorney disallowed the initiative. Sound familiar? They're protesting because the Dixon City Council is accepting one bid which residents state should go back out to bid Sound familiar?
