City photo of underground utilities district The City has adopted Ordinance 854 amending City aesthetics and placing utilities in a special district, underground on Front and K Streets. The Ordinance is timely as credits from both the City and County will expire June 8, 2025 per the California Public Utilities Commission (CPUC).Rule 20 was established in 1967 by the CPUC allowing local governments to improve the aesthetics of the community. Rule 20A required each electric utility to allocate “work credits” to local governments for the purposes of future underground projects. Approximately $394,000 remains unspent from the $2.8 million in City coffers.The City has requested and will receive all work credits for the soon to expire Del Norte County Rule 20 “work credits” after supervisors unanimously approved the transfer at the Tuesday last Board meeting.The project will soon go out to bid. The project is funded by the Clean California grant of $2.988 million and the the Community Development Block grant of $3.296 million. A Public Hearing will be held May 5 on the District formation.
