After months of long negotiations, the Harbor approved an agreement to allow the Elks to operate the long vacant Redwood RV Park.Apparently, the Agreement is on an unstable foundation and may be breaking apart over the charge of nightly RV access. The Harbor says it needs the market rate of $55 per night. Its nightly rate cannot exceed $25 per night.
