The time was exactly 10:49AM, Thursday when cell phones across the North Coast California and South Coast Oregon went berserk, warning of a possible tsunami. The National Oceanographic and Atmospheric Administration (NOAA) reported a 7.3 Earthquake just off-shore near Rio Del.Tsunami warning followed.
