Some of the issues with the Harbor described by Roger Gitlin have been taken care of such as the closed restrooms and feces on sidewalks. It takes an active public to get that resolved. As for the issues with the residents forced to leave the park for the Lemus development, Lemus has to pay these people to relocate them and it will not be cheap. The main concern with that is Will Lemus pay or will the Harbor end up paying?The dredging issue is a real concern, as well as the Seawall. The dredging pools are full and have been for years. The reason they are full is because the nearest offshore disposal site is in Humboldt. However, there is one issue, if sampling of Black Smith proves to be toxic, then dredging would be set back indefinitely. Crescent City Harbor used to have its own offshore dredging disposal, however, in 2010 The Harbor and the Army Corps failed to fight to keep it open, in order to reopen it would cost approximately $5 million.The seawall was mentioned on June 28, 2018 during a Tri-Agency meeting. The Tri-Agency was supposed to submit a grant to obtain funding for disaster funds to replace the seawall. However, The Tri-Agency has been a defunct agency since April 2018 according to the offer of award amendment for transfer of Tri-Agency to Del Norte Economic Corporation on April 11, 2018. Since that time, the seawall was talked about and nothing was done until approximately 2 months ago.The Wind Power project could bring in the necessary money to bring our harbor out of substandard conditions, Hopefully, the Harbor will go about getting their own funding instead of through the defunct Tri-Agency.There is money set aside to take dirt out of dredge ponds and trucks to haul off the dirt. The Harbor is just waiting on the waterboard determination for the sampling plan which should be received by the end of this month.
