We need to review our current hiring practices for possible changes and/or enhancements. We also need to have the new hires sign a contract to remain with the department for three to five years. 3. What can be done to avoid the “catch and release” back into the community of criminal defendants before their matters are resolved by the courts? Should the 48-bed Juvenile Hall – with only one or two persons in custody – be repurposed as an adult facility?Unfortunately Propositions 47 and 57 and AB109 have created this revolving door. As supervisor I will work with the District Attorney to find alternative ways to approach this. I am open to looking into the possible conversion of Juvenile Hall into an adult facility, but I need more information. 4. What is the most pressing problem in your supervisorial district? What do you propose as a solution?There are two top pressing challenges in District 5. The first is the lack of emergency services. This will be compounded if the Red Mountain repeater is removed. I will work to find a fair solution. The other is homeless encampments. Here is where transitional housing will come into play.5. How can Del Norte County become a place where young people want to remain, to raise a family, to start a career, and become a vital part of this community? What will you do to bring about these changes?We need infrastructure. More shopping, businesses large and small. We need to show and encourage our youth that there are good jobs right here. We can develop a mentoring program and offer specialized classes that showcase what we have to offer.6. Should Del Norte County impose additional controls and fees on short-term rentals? Should short-term rentals be confined to commercial or multi-family zones, or to owner-occupied properties? Before we think about any fees or controls. We need to get an accurate count of the short-term rentals that we have. We must determine where they are and whether they are paying their Transient Occupancy Tax (T.O.T.) fees. 7. Should Del Norte County turn down state and federal grants with strings attached that dictate how local government must solve local problems? Under what circumstances should Del Norte County confront problems without outside funding?Yes. We are already doing that with Measures R and S.8. Should the Measure R sales tax increase be repealed? Why or why not?Measure R should not be repealed. In it’s first year it has created several good paying jobs for the County. It has given much needed pay increases to law enforcement. These are good things. And more to come in the future. 9. Briefly explain, Why are you the best candidate for a seat on the Board of Supervisors representing your district?I am the President of the Klamath Chamber of Commerce for 4 years. I am the spokesman for the Measure R Oversight Committee. I was the Chairman of the Del Norte Redistricting Committee. I decided to run more than two years ago. As you can see, I have been actively working for our community and this goal since then.
